| PDC responds to Town Council's call for transparency |
| On 1st July Penzance Town Council called on Penwith District Council to provide a comprehensive written account of its legal
duties in respect of providing accommodation for so-called "chaotic singles", and others identified as drug and/or alcohol abusers, suffering from mental illness, having "learning difficulties", or otherwise classified as "vulnerable", and its current arrangements and future plans for addressing them, including all pertinent financial detail, not subject to necessary commercial confidentiality considerations, together with an expert assessment of related planning obligations and considerations. |
| Penwith District Council's response was received on 14th July and the Town Council meeting that evening agreed to make the document available as a pdf (click to download; requires Adobe Reader). The Town Council also agreed to provide a pdf download of ODPM Circular 03/2005 Changes of Use of Buildings and Land. |
| Finally, the Town Council agreed to arrange a Special Meeting of the Council to which it would invite Allan Hampshire (Head of Housing and Environmental Services at PDC), Barry Turnbull (Senior Environmental Health Officer, PDC), Gila Trevena (Affordable Housing Officer, PDC), a senior PDC Planning Officer, and a representative of the Devon and Cornwall Constabulary, to answer questions from the public. |

| Golowan Festival 2008 — the best ever? |
Heartfelt thanks to everyone who helped make the Golowan Festival such a success.
|
| A special feature of this year's festival was the visit of a delegation from Concarneau who celebrated the twenty-fifth anniversary of our twinning arrangement. Pictured below are the Mayor of Penzance, Councillor Roy Mann, with the deputy Mayor of Concarneau, Mme Blandine Balouin, and the new Mock Mayor, "Mock Blair" (John Brolly). |

|
Also visiting from Concarneau were the Bagad Konk Karne; here they are seen performing at the harbour on Quay Fair Day. |
 |
| As ever, a host of local talent were joined by an exciting variety of visiting performers. Below, the Suruj Bhangra Band from Leamington Spa are seen preparing to lead a Mazey Day procession (but are distracted by deputy Mayor of Penzance, Councillor Richard Clark). |
 |
| Mazey Day was a spectacular feast of creativity — |
|
| Flags and banners throughout the town and along the promenade added more vibrant colour to a truly memorable Festival. |
